Pull highlights down first, then whites, and only then touch exposure. Reaching for exposure first darkens the whole image including the parts that were already right.
Check what is actually recoverable
Turn on the highlight clipping warning in your editor. Areas it marks have clipped in all three colour channels, meaning the sensor recorded maximum value and stored no detail. Nothing recovers that. Reducing brightness there produces flat grey, which usually looks worse than the blown white did.
Areas that are merely bright, without triggering the warning, still contain data and will respond well.
The order that works
- Highlights down. This targets the bright end specifically and does the most work.
- Whites down. Finer control over the very brightest tones, after highlights has done the heavy lifting.
- Exposure, only if still needed. Global, so use it last and sparingly.
- Shadows up slightly. Reducing highlights flattens the image, and lifting shadows a little restores dimension.
- Contrast or a curve. Recovery leaves images looking dull. A gentle S curve puts the life back.
- Check saturation. Recovered highlights often lose colour, so a small vibrance increase helps, though pushing saturation reveals the recovery.

A RAW file that looks blown on the camera screen frequently has one to two stops of recoverable highlight, because the preview you are judging is a JPEG rendering of a file that holds more. The same shot captured as JPEG has already discarded that range before you see it.
When one channel clips first
Skies and skin tones often clip in a single channel while the others still hold data, usually blue in a sky and red in skin. Editors that offer per channel curves can pull that channel down and rebuild plausible colour where a global adjustment would only produce grey. It is fiddly and it is the difference between a rescued sky and a white one.
Preventing it at capture
Highlights are unrecoverable and shadows are not, so exposing slightly under is the safer error in high contrast light. Enabling the histogram and the blinking clipping warning in camera tells you at the moment of capture rather than at the desk. On modern sensors, one third to two thirds of a stop under gives useful protection at almost no cost in shadow noise.
